Data 4 Dignity

Building the Data Infrastructure Behind Employment Outcomes

Data 4 Dignity is a national effort to build the data infrastructure required to understand and improve how employment outcomes are produced across systems.

At its center is the Rehabilitation Data Repository─a shared infrastructure designed to make skills, rehabilitation progress, and employment outcomes visible, verifiable, and actionable in hiring and policy decisions.

Why This Exists

The system cannot act on what it cannot see or trust.

Today:

  • Skills are invisible
  • Progress is unverifiable
  • Employers default to risk avoidance
  • Policy relies on incomplete data

Result:

A structural disconnect between what individuals achieve and what systems recognize.

What This Initiative Does

Data for Dignity rebuilds data as infrastructure for decision-making─not reporting.

It shifts systems from:

  • Fragmented data → Connected systems
  • Activity tracking → Outcome verification
  • Compliance metrics → Decision intelligence

Core Infrastructure

The Rehabilitation Data Repository

At the center of data for dignity is the rehabilitation data repository the infrastructure that makes the system operational.

Role:

A shared data layer connecting corrections, workforce, and employment systems.

Function:

  • Aggregates and standardizes data across institutions
  • Makes rehabilitation and skill development visible
  • Enables verification of progress and outcomes
  • Supports longitudinal tracking of employment results

Critical Distinction:

The repository is not the initiative. It is the foundation that enables the initiative to function.

What This Enables

By establishing shared data infrastructure, Data 4 Dignity enables:

Improved Decision-Making

Employers and institutions can act on reliable, verifiable information

System Coordination

Data connects systems that are otherwise fragmented

Outcome Visibility

Progress and results can be measured consistently across contexts

Scalable Impact

Systems can produce outcomes more reliably over time

How It Works

Data 4 Dignity is a system architecture, not a single tool.

It integrates four core components:

Rehabilitation Data Infrastructure

Defines and structures how progress, skills, and readiness are captured across systems.

Employer Decision Layer

Translates system data into signals employers can trust and use in hiring.

Cross-System Standards

Aligns how outcomes are measured and shared across agencies.

Verification Frameworks

Ensures data is credible, consistent, and actionable.

From Data to

System Performance

Data 4 Dignity shifts data from a reporting function to a system-level mechanism. When structured as credible signal:

  • Decisions change
  • Coordination impoves
  • Outcomes become more consistent

This is how infrastructure─not programs─drives system performance.
